Impact Clusters (IC)

Subsidieprogramma voor samenwerkingen tussen Nederlandse bedrijven en lokale partners in lage- en middeninkomenslanden, gericht op introductie van technologieën en kennisoverdracht. Impactclusters kunnen subsidie aanvragen van minimaal €150.000 tot maximaal €620.000 voor maximaal 60% van de kosten.

• Impactcluster moet uit meerdere bedrijven en minimaal 1 lokale partner bestaan
• Nederlandse bedrijven moeten commerciële kansen zien op lange termijn
• Subsidie voor maximaal 60% van de kosten die voor subsidie in aanmerking komen
• Project moet passen binnen doellanden en sectoren van het programma

  Impact Clusters | Subsidy conditions
  Main changes compared to previous rounds
  This document lists the main changes to the Impact Clusters subsidy conditions introduced for the
  2025 round. These apply from 2025 onwards.
  Please note that the changes below are not complete. We advise you to carefully read the official
  publication in the Government Gazette for the full legal framework. We will publish all rules and
  regulations on the Impact Clusters webpage, together with the updated application forms and
  required documents.
  We cannot process subsidy applications submitted via outdated forms.
  Consortium
  • 	A minimum of 3 companies is now required, instead of 5 partners.
  • 	Companies that belong to the same group or fiscal entity count as 1.
  • 	All partners must have at least 1 year of experience (a track record) in the relevant sector.
  • 	The lead partner must have at least 3 employees and an average annual turnover of
  €100,000 over the past 3 years.
  • 	All partners must provide sufficient financial information to demonstrate their ability to co-
  finance their share of the project.
  • 	Each partner must demonstrate that they bring relevant expertise or technology that adds
  value to the local sector.
  • 	All partners must have a long-term strategic interest in the target country and sector.
  Consultancies or intermediaries without this long-term strategic or societal interest cannot be
  the lead applicant or a project partner. However, the cluster may hire these parties for project
  management or coordination services. The cluster may include these costs as third-party costs.
  Sector priorities per country
  • 	The list of priority sectors per country has changed and is available on the Impact Clusters
  webpage.
  Budget
  • 	Projects must request a minimum subsidy of €150,000, with a maximum of €620,000 and a
  subsidy share of up to 60% of eligible project costs. There is no longer a distinction between
  fragile and non-fragile states.
  • 	The subsidy share can be distributed flexibly across project partners (no fixed percentages).
  • 	The Ministry of Foreign Affairs' Daily Subsistence Allowance (DSA) rates now replace the
  previous United Nations DSA rates. Accommodation costs will no longer be reimbursed via a

  lump sum. Instead, actual lodging costs incurred will be used as the basis, combined with the
  number of days spent abroad, multiplied by the 'other costs' tariff component.
  Documents and annexes
  • 	The previous annexes 'Partner forms' and 'Cooperation agreement' are replaced by 1 new
  standard form 'Annex VI Cooperation agreement (signed by all partners)'. An extended
  cooperation agreement may be developed in the inception phase of the project.
  • 	Including the Theory of Change (ToC) in the quick scan is now optional. A completed ToC is
  only required when submitting the full subsidy proposal (project plan). On the Impact Clusters
  webpage, you can find 3 practical examples of completed ToCs.
  • 	There is now a stronger emphasis on the business case for project partners, the project itself
  and the target group.
  • 	There is more focus on how new knowledge and/or technology will help strengthen the local
  private sector's earning capacity.

Daarnaast kan het handel- en investeringsmogelijkheden creëren voor bedrijven die deelnemen. Kennisinstellingen, brancheorganisaties en ngo's die samenwerken met bedrijven kunnen ook subsidie aanvragen.

  Het subsidieprogramma is het hele jaar door geopend voor quickscans.
  Voor wie?
  De subsidie is voor ondernemers met een bedrijf in Nederland die een sector of waardeketen in een laag- of middeninkomensland verder willen ontwikkelen. Dat doen ze door samen te werken met andere bedrijven en minimaal 1 lokale partner. Nederlandse bedrijven nemen deel omdat ze commerciële kansen zien op de lange termijn. Bijvoorbeeld om in de toekomst meer producten te verkopen in een land, of om zich daar te vestigen.
  Nederlandse bedrijven en lokale partner(s) werken samen in zogenoemde impactclusters. Ook kennisinstellingen, brancheorganisaties en ngo's kunnen deelnemen aan een cluster.

  Budget en looptijd
  IC is een 6-jarig subsidieprogramma dat loopt tot eind 2028.
  In 2026 is € 11,3 miljoen beschikbaar. Dit is als volgt verdeeld:
  € 6,2 miljoen voor IC-projecten die passen binnen een combitrack. Een combitrack is een meerjarige sectoraanpak in een opkomende markt. Bekijk het overzicht van combitracks.
  € 5,1 miljoen voor reguliere IC-projecten.
  Impactclusters kunnen een subsidie van minimaal € 150.000 en maximaal € 620.000 aanvragen. Onder 'Landen en sectoren' leest u voor welke doellanden en sectoren dit kan. Impactclusters kunnen subsidie krijgen voor maximaal 60% van de kosten die voor subsidie in aanmerking komen.
  Voorwaarden
  Voorwaarden IC-subsidie
  U kunt subsidie aanvragen als u voldoet aan de volgende voorwaarden:
  Uw impactcluster bestaat uit minimaal 3 partners, waaronder minimaal 1 lokale partner.
  Deze 3 bedrijven mogen geen groep of fiscale eenheid vormen. Een moeder- en dochteronderneming kunnen deelnemen aan hetzelfde cluster, maar tellen als 1 partner.
  Elke partner van het impactcluster is een rechtspersoon.
  Ngo's, brancheorganisaties en kennisinstellingen kunnen ook onderdeel zijn van het impactcluster, in samenwerking met minimaal 3 bedrijven.
  De penvoerder is een onderneming, brancheorganisatie, kennisinstelling of maatschappelijke organisatie. De penvoerder heeft:
  o een statutaire zetel in Nederland en een Nederlands Kamer van Koophandel (KvK)-nummer;
  o een gemiddelde jaaromzet van € 100.000 of meer; en
  o minimaal 3 werknemers in dienst.
  Alle partners hebben een strategisch en zakelijk langetermijnbelang bij de uitvoering van het project. Voor ngo's en kennisinstellingen is dit een maatschappelijk belang. Partners hebben daarnaast een bewezen en relevant trackrecord van minimaal 1 jaar. Ook hebben zij ervaring in de (sub)sector waarop het project zich richt.
  Subsidieadviseurs, consultants of consortiummakelaars zonder langetermijn zakelijk of maatschappelijk belang in de specifieke sector in het projectland, mogen niet als projectpartner of penvoerder optreden. Wel kan het cluster deze partijen inhuren voor bijvoorbeeld projectmanagement. Het cluster mag de kosten hiervoor op de projectbegroting opnemen als 'kosten derden'.

  Landen en sectoren
  Projecten in de volgende landen kunnen in aanmerking komen voor een IC-subsidie:
  Algerije, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Colombia, Democratische Republiek Congo, Egypte, Ethiopië, Ghana, India, Indonesië, Irak, Ivoorkust, Jordanië, Kenia, Libanon, Libië, Mali, Moldavië, Marokko, Mozambique, Namibië, Niger, Nigeria, Oekraïne, Palestijnse Gebieden, Senegal, Somalië, Soedan, Zuid-Soedan*, Zuid-Afrika, Suriname, Tsjaad, Tanzania, Tunesië, Oeganda, Vietnam, Zimbabwe.
  *Momenteel geen nieuwe impactclusters mogelijk.
  Het project moet passen binnen een van de voorkeurssectoren van de Nederlandse overheid in het projectland. Welke sectoren dit zijn, ziet u in de download hieronder (Engelstalig).

  Internationaal MVO
  Uw project volgt de richtlijnen voor internationaal maatschappelijk verantwoord ondernemen (MVO). Wij laten internationaal MVO meewegen bij de beoordeling van uw financieringsaanvraag. Daarom vragen wij van u dat u:
  handelt volgens de OESO-richtlijnen;
  aantoont hoe u uw activiteiten uitvoert volgens deze richtlijnen;
  een goede risicoanalyse van sociale- en milieurisico's maakt;
  aangeeft welke maatregelen u neemt om deze risico's te voorkomen en/of te verkleinen.
  Tijdens de uitvoering van het project rapporteert u over deze risico's en de maatregelen die u neemt of gaat nemen om risico’s te beperken.
  Als onderdeel van het aanmeldproces vullen Nederlandse bedrijven een MVO-zelfscan in. Met deze scan toetst de Nederlandse overheid of een bedrijf de OESO-richtlijnen kent en volgt. Dit is een voorwaarde voor goedkeuring van uw project.

  SEAH-voorwaarden
  Voor het ontvangen van subsidies gelden SEAH-voorwaarden. Zo verwacht RVO dat u een eigen integriteitsbeleid heeft en procedures heeft om dat beleid uit te voeren. Daarnaast moet u melding maken van (seksueel) grensoverschrijdend gedrag of machtsmisbruik tijdens RVO gefinancierde projecten.   Uw aanvraag voorbereiden
  Quickscan indienen
  De quickscans voor de huidige subsidieronde zijn gesloten. U kunt nog steeds een quickscan indienen voor aanvragen in de volgende subsidieronde (eerste kwartaal van 2027).
  Is er al een cluster? Neem dan de volgende stappen voordat u een aanvraag indient:
  Controleer of uw projectidee past bij de sectoren die de Nederlandse overheid belangrijk vindt in het land waar u het project wilt uitvoeren. U vindt de lijst met voorkeurssectoren onder het kopje ‘Landen en sectoren’ op deze pagina.
  Vul de verplichte quickscan in via de Engelstalige webpagina.
  Stuur uw quickscan met bijlage op via de Engelstalige webpagina. Dit kan tot dinsdag 2 juni 2026, 15:00 uur Nederlandse tijd. Ontvangen wij uw quickscan ná dit tijdstip? Dan krijgt u wel een advies, maar u kunt uw subsidieaanvraag pas indienen bij de volgende openstelling (eerste kwartaal van 2027).
  Tijdens de behandeling van uw quickscan nemen we mogelijk contact met u op. We overleggen dan met u over hoe u het project wilt gaan organiseren.
  Binnen 6 weken ontvangt u van ons een advies over uw ingevulde quickscan. Na ons advies kunt u subsidie aanvragen binnen de aanvraagperiode.
  Aanvragen IC-subsidie
  U heeft een verplichte quickscan ingevuld en van ons advies gekregen over uw ingevulde quickscan.
  Hierna kunt u, als penvoerder, de aanvraag namens het impactcluster indienen. Doe dit via onze Engelstalige webpagina. Met uw aanvraag stuurt u alle volledig ingevulde bijlagen mee. De deadline voor het indienen van een subsidieaanvraag is dinsdag 1 september 2026, 15:00 uur Nederlandse tijd.
  U logt in met eHerkenning. Voor de aanvraag heeft u minimaal niveau eH3 nodig. Heeft u dit nog niet? Vraag dan eerst eHerkenning aan. Soms duurt het een paar dagen voor u uw inloggegevens ontvangt.
  Stuur uw aanvraag ruim op tijd in. Wij beoordelen subsidieaanvragen op volgorde van binnenkomst.
  Zorg ervoor dat uw aanvraag compleet is. Als uw aanvraag niet compleet is, vragen wij u om een aanvulling. De aanvraagdatum verandert in dat geval naar de datum waarop wij uw aanvulling ontvangen.
  Wat heeft u nodig voor uw aanvraag?
  Houd de volgende informatie voor iedere deelnemer bij de hand wanneer u uw aanvraag indient:
  uw referentienummer van het ontvangen RVO-advies over de quickscan;
  uw KVK-nummer;
  uw NAW-gegevens;
  uw bankgegevens;
  projectnaam;
  volledig ingevulde bijlagen (zie hieronder).
  Verplichte bijlagen
  Met uw aanvraag stuurt u de volgende bijlagen mee. U vult deze in het Engels in. U vindt de bijlagen als download op de Engelstalige webpagina. Let op: de criteria en formulieren zijn aangepast ten opzichte van voorgaande openstellingen.

  Nog geen impactcluster?
  Is er nog geen cluster? Neem dan eerst contact met ons op voor advies bij het vormen van een impactcluster. Volg daarna het stappenplan voor bestaande clusters hierboven.
  Soms duurt het langer om een nieuw cluster te vormen. Lukt het u niet om op tijd een subsidieaanvraag in te dienen? Dan kunt u uw aanvraag mogelijk indienen bij een volgende openstelling. Overleg dit met een van onze adviseurs.

  Na uw aanvraag
  U hoort binnen 13 weken of uw aanvraag is goedgekeurd. Die 13 weken gaan in vanaf de datum waarop wij uw aanvraag volledig vinden.
  Komt uw aanvraag in aanmerking voor subsidie? Dan kunt u na toekenning door RVO beginnen met het uitvoeren van uw project. U krijgt de subsidie uitbetaald via voorschotten. De hoogte van het voorschot hangt af van de fase waarin het project zit en de te verwachten hoeveelheid geld die nodig is. Het totale bedrag aan voorschotten is maximaal 90% van de aangevraagde subsidie voor het komende projectjaar.
  Projectadministratie
  Voortgangsrapport indienen
  Bij toegekende subsidie rapporteert u over de voortgang van het project. Het sjabloon voor dit rapport vindt u op de Engelstalige pagina.
  Wijzigingen doorgeven
  Geef wijzigingen in uw project, uitvoering en/of organisatie aan ons door. Voor sommige wijzigingen moet u vooraf toestemming vragen. Als u dit niet doet, loopt u het risico dat u geen subsidie ontvangt voor de gewijzigde projectdelen, of zelfs voor het hele project.
  Eindrapport indienen
  Na afloop van uw project dient u een eindrapport in. Het sjabloon voor dit rapport vindt u op de Engelstalige pagina.
